Rogers low-speed

Is it just me getting only 5 Kbps download speed out of my supposedly Rogers High-Speed internet connection after 2,3 AM every night? Is there anyone with the same problem?

By the way, I live around Bay and College.

I don't know if it's gonna help you or not but I had very low connection speed with Rogers and when I called them they told me to do this and it worked (With IE): Tools > Internet Options > Connections > LAN Settings > Automatically Detect Settings (Check or Uncheck that option, mine was checked and when I unchecked it, it was fixed. The guy said sometimes I have to check it back on for it to work!)
