Idea: Enrichment in an Internationalized zone inside Iran

Iran wants to do enrichment in its soil and the West doesn't accept it. So I have a suggestion:

What if Iran declares one of its free trade zones, such as Gheshm, as an International zone completely governed by the UN with Iranian's co-operation. And then they do what aver Nuclear research they want to do there, under the full inspection of the IAEA, while it's still inside Iran?

If Iran accept controlll, than can they work with atomic material. The problem is not that Iran have nuclear technologie. They have the right to get it. The question is: Why need a oilrich state this technologie? Ahmadinehad help terrorists. He like to get the atomic bomb. The western state ask, why need he a atomic bomb? Against the Saddam Hussein state was it important. Why need they today this technologie? The west think he play with the fire. What he speak say just be careful. He seed hate in the region.

Don't you think it's silly that location, etc. even matter? I thought it would've been fine if Iran just didn't kick inspectors out, but inspectors are part of what they don't want (perhaps due to nationalism or wanting to develop the bomb)
